As per Bylaw 26-003 an entrance permit must be obtained for any works done to an entrance (driveway) that affects the Township owned roadway. These works include the installation, relocation, redesign, and paving of an entrance including the installation of a new culvert.
To apply for an entrance permit, an Entrance Permit Application form must be completed and submitted to the Public Works Administrative Coordinator.
Depending on the type of works being done to an entrance, there may be a fee of up to $230.00 to obtain the permit along with the requirement to submit documentation relating to the entrance location on the property such as a sketch or a lot grading plan.
Entrance permits are mandatory for the installation or alteration to all entrances within the Township of Tiny to ensure proper installation and avoid possible drainage issues or damage. The Township must inspect the entrances, as they are tied into the Township owned road allowance, to ensure the entrance does not interfere with the condition or regular maintenance of the road.
Entrance permits are also required prior to the clearing of vacant lots and prior to applying for a building permit.
- Submit an Entrance Permit application form, required documentation, and payment to the Public Works Administrative Coordinator by email or in person at the Municipal office. Make sure to stake out the entrance location on the property.
- A Township inspector reviews the property and proposed entrance location/ alterations. (This can take up to two weeks.) If submitting an application during the winter months, please be advised that review may not be possible until the spring.
- The entrance permit is signed for approval and sent back to the property owner with further details outlining the time frame and other requirements of the permit. Upon approval, the property owner may begin work on the entrance.
- Once work on the entrance is complete, it is the property owner's responsibility to contact the Public Works Administrative Coordinator to inform them of the entrance completion so that a final inspection can be conducted. If the property owner does not contact the Township, the Public Works Administrative Coordinator will reach out to the owner a month before the permit's expiration date to ensure the work is complete and issue a final inspection.
- Once the final inspection is completed and approved, the permit is closed as the entrance meets Municipal standards.
The cost of an entrance permit is determined by the type of entrance permit; however, the two main fees can be broken down as follows:
- $150.00 = covers the cost of inspections, administrative tasks such as document creation and permit tracking
- $80.00 = cost to assign and install address marker
Temporary Entrance:
This permit allows property owners to install an entrance onto a property without providing a lot grading plan. This permit is popular for vacant lot owners who wish to clear their lot prior to having plans to build. This permit is only good for 1 year before a lot grading plan must be submitted or an additional permit must be submitted and paid for.

Permanent Entrance:
This permit allows a property owner to install an entrance onto a property with the submission of a lot grading plan. This permit is only good for 1 year before the entrance must be installed and a final inspection must conducted and approved by the Township to ensure the entrance meets Municipal standards.

Change in design / location:
This permit allows a property owner to make alterations to the entrance including widening and relocation. This permit expires after a year from the approval date and must pass the final inspection conducted by the Township prior to the expiration date or a new permit must be submitted and paid for.

Paving/ Culvert Replacement:
This permit allows property owners to pave their entrance or replace damaged culverts for not cost (property owners assume cost of culvert and installation fees). The Township requires this permit for paving to ensure the paved entrance is properly tied into the roadway to avoid damage to Township equipment such as snowplows. This permit is also used to track the replacement / age of culverts installed on the Township road allowance.

Secondary Entrance:
This permit allows second entrances to be installed onto properties that meet specific requirements outlined in the Entrance Permit Bylaw. A quick glance of these requirements includes:
- Properties must be developed with a principal building or lawful primary use AND must already be serviced by a legally established permanent entrance
- A setback of 3m must be met between the existing entrance and the new proposed secondary entrance location
- Cost: $150 ($230 if the secondary entrance is to service an Additional Dwelling Unit)
- Requirements: Lot meets eligibility requirements. A sketch showing proposed secondary entrance location in relation to property lines, above-ground utilities, and existing permanent entrance (lot grading plan required if the secondary entrance is to service an Additional Dwelling Unit)
Maintenance Entrance:
This permit allows a maintenance entrance to be installed onto vacant lots used solely for agricultural, forestry, or land management purposes and not intended for residential, commercial, or industrial use. Vacant lots must meet the criteria outlined in the Entrance Permit Bylaw to be considered eligible for the installation of a maintenance entrance:
- No entrances currently exist on the property
- Minimum frontage of 60m
- Minimum lot area of 3 hectares (7.5 acres)
- Must be zoned agricultural, rural or environmentally protected under the zoning bylaw
- Must not be located within a registered plan of subdivision or within a designated settlement area boundary
- Cost: $230
- Requirements: Lot meets eligibility requirements. Application submitted with a sketch of the property with dimensions showing the proposed entrance location in relation to property lines and any above-ground utilities.
Frequently Asked Questions
All entrances must be a minimum of 3 meters away from property lines and utilities such as hydro poles or bell boxes. Other variables may need to be considered based on the location of the property.
The minimum width for residential entrances is 5 metres and the maximum is 9 metres
The minimum width for commercial/ agricultural entrances is 8 metres and the maximum is 12 metres.
If a culvert is required to exceed 14 metres in length, there must be one clean-out for every additional 14 metres. Clean-outs must be inspected by the Township prior to burying the culvert.
If your entrance permit expires before you are completed the work you must request an extension by emailing the Public Works Administrative Coordinator and paying the $150.00 fee.
You will need to apply for an entrance permit to have the entrance inspected to ensure it meets Municipal standards and to obtain an address number. The cost of this permit is $80.00 to assign and install a municipal address. Should the entrance not pass inspection and needs to be altered, the $150.00 entrance permit fee will apply.
Once an Entrance Permit is applied for, a Township inspector will review the property / entrance location and determine the need for and size of the culvert required. This will be noted on the permit and returned to the property owner.
