Township of Tiny Administrative Centre Project
The Township of Tiny will be constructing a new Administrative Centre. In accordance with the Strategic Plan, the Township contracted consultants to complete a building needs assessment. The current municipal administration building, located at 130 Balm Beach Road West, has been deemed to be insufficient for the Township’s current and future needs.

Why Is A New Municipal Administrative Centre Needed?
The Township’s current administration building was constructed in 1967. As the number of residents and visitors in the Township has grown, so too has the number of employees in order to meet the servicing needs of our community. The current building is now antiquated, unreliable and crowded, with many staff members operating out of portables located on the property.
The Township strives to deliver efficient and exceptional services, in accordance with the Township’s Strategic Plan. A new municipal administration centre will assist the Township in meeting resident expectations in the delivery of services, and will provide a sustainable, environmentally responsible and healthy workspace for Municipal Council, staff and volunteers.

- 2025 – Township of Tiny Administrative Centre (TTAC) Ad Hoc Committee: The TTAC Ad Hoc Committee has been selected and will soon begin reviewing the public space(s) components of the new administrative centre and make recommendations. The committee will be in place for the duration of the administrative centre construction.
- 2025 – Construction Manager at Risk Selected: Council voted to select Bertram Construction as the Construction Manager at Risk (CMAR) for the Township of Tiny Administrative Centre and agreed to enter into an agreement for construction management services at the February 19, 2025, Regular Meeting of Council and Committee of the Whole.
- 2024 - Construction Manager at Risk RFP: The Township of Tiny released an RFP opening on November 5, 2024, and closing on December 5, 2024, looking for a Construction Manager at Risk (CMAR) for the TTAC Project. A CMAR is a contractor/firm that works for the township collaboratively to complete the project at a fixed fee.
- 2024 - Address Selected for TTAC Site: At the August 7, 2024 meeting, Council voted to select the municipal address of “255”, therefore the TTAC site will be located at 255 Concession Road 9 E.
- 2024 – Public Information Centre meetings: Three additional Public Information Centre (PIC) meetings occurred in July on the 16th, 23rd, and 31st. The first two were virtual, the third PIC was hybrid (both in-person and online). The livestream recordings and PowerPoint presentations for each PIC can be found under “Public Engagement Opportunities”. Note: The first PIC took place on December 11, 2023 (see below).
- 2024 - Unity Design Studio (UDS) Awarded Phase 2 of TTAC Project: In June 2024, members of Council voted to proceed with a contract with Unity Design Studios to proceed with Phase 2 of the Township of Tiny Administrative Centre Project as seen in Report Number PWR-024-24. This report also includes a Design Report from UDS that has conceptual renderings of the TTAC. View Appendix 1 to see the renderings.
- 2024 - Preliminary Design Schematic Selection: In April 2024, Council voted in favour of selecting preliminary design schematic A1, which can be found in Appendix 13 of Report Number PWR-013-24.
- 2023 - 1st Public Information Centre (PIC): On December 11, 2023, there were three concurrent Public Information Centre sessions to have public input into the features they would like to see in the Township of Tiny Administrative Centre. The results of these sessions are available in Appendix 17 of Report Number PWR-013-24.
- 2023 - Site Selection: In August 2023, Council selected the site of the Township of Tiny Administrative Centre, being the Water Complex Land and adjacent parcel. This is across the road from the Public Works Complex at 220 Concession 9 East. More information about the site selection can be found in Report Number PWR-033-23.
- 2023 - Committee Reconvenes: Post COVID, the Committee reconvened to continue its mandate and to move forward with the Project Road Map. The Committee's Charter was reevaluated and updated accordingly.
- 2019 - Communications Strategy and Implementation: In 2019, the Committee and Township staff adopted and implemented the Building Needs Assessment Committee Communications Strategy (“the Communications Strategy”). The Communications Strategy aims to ensure that members of Council, the public, and internal staff are kept apprised of the Project and to ensure accountability and transparency throughout the Project cycle.
- 2019 - Tiny Township Municipal Building Charter: In 2019, the Committee and Township staff approved and adopted the Tiny Township Municipal Building Charter (the “Charter”). The Charter aims to ensure that the Committee, Council, staff, and the public know the process, that steps and responsibilities are defined, and that transparencies and efficiencies are obtained throughout the entire process.
- 2018 - Facilities Tours: In 2018, the Committee conducted tours of the Municipal Administration Centres in the Township of Tay, Township of Springwater and Town of Penetanguishene.
- 2016 - Committee Founded: In May 2016, the Township of Tiny formed the Municipal Building Needs Assessment with the mandate to recommend next steps in addressing the accommodation issues faced by the Township.
- 2013 - Building Needs Assessment: A Building Needs Assessment was completed in 2013 by Ted Handy and Associates and R.J. Burnside and Associates Ltd. The Assessment concluded that the current Municipal Administration Centre is insufficient for the Township’s current and future needs, and recommended three options for renovating or rebuilding the space.
In May 2016, the Building Needs Assessment Needs Committee (“the Committee”) was formed to consider the future needs of the Township administration building to accommodate Municipal staff and Council. In early 2024, the Committee was renamed as the Township of Tiny Administrative Centre Committee. The Committee is made up of Municipal staff and Council members. Its mandate is to recommend the next steps in addressing the accommodation issues faced by the Township. Post COVID, the Committee reconvened to continue its mandate and to move forward with the Project Road Map. The Committee's Charter was reevaluated and updated accordingly.

Please note that Council has not made a decision on the financing instrument, and this is provided as an example only.
